Man had, promoted child sexual assault material, SVU investigators find

ST. LOUIS — A Missouri man faces four felony criminal charges after a Special Victims Unit investigation found he had and shared child sexual abuse materials online, according to a statement from the Missouri State Highway Patrol.

Held in St. Francois County Jail, Dillon J. Miller, 30, was arrested Thursday. He faces one charge of promoting child sexual abuse materials and three charges of having it in his possession. His bond was set at $200,000.

Miller could face more charges after a full forensic examination of his electronic devices. Until that happens, "the number of child sexual abuse images he possessed is unknown," court records said.

SVU agents investigating offenders sharing child pornography online found more than 1,200 files that appeared to be CSAM were downloaded from one user. 

The images found in Miller's possession were photo collages depicting girls who appear to be between three and six years old in a sexual manner with an adult.

Investigators found the device sharing the files was connected to the internet at Miller's home, in the 1700 block of Ion Way.

"Dillon Miller was located at the home and admitted to using online file sharing software on his laptop computer to download and view child pornography," court records said. "Numerous images and videos of children engaged in sexual acts were located on USB storage devices located inside the residence."

The rape of an infant is depicted in one of the videos.

Investigators said they had reasonable grounds to believe Miller posed a danger to the community because of where he lived, given the context of the accusations that he's facing.

"The suspect lives inside an apartment complex which contains a swimming pool and playground on the property which are frequently used by children," court records said.
