Charges filed after shooting outside Overland bar leaves 1 dead, 1 injured

Police said it began as a physical altercation inside the bar, and shots were fired after the fight moved outside.

OVERLAND, Mo. — A man is facing murder charges after a fight at an Overland bar and grill took a deadly turn Friday night.

Melvin Fraction was charged Monday with second-degree murder, armed criminal action and unlawful possession of a firearm. He was not in custody as of Monday evening.

Overland Police Chief Andy Mackey said police received the call for shots fired just before midnight Friday at STL On The Rocks Bar & Grill, located at 10086 Page Ave.

The shooting began as a physical altercation inside the bar, Mackey said, and security personnel pushed it outside of the business. The fight continued outside with multiple people involved. 

According to a probable cause statement, someone started shooting in the parking lot. Fraction was then seen firing his gun several times in the direction of both victims. He then fled the scene, police said.

One of the victims, Rashad Redd, was unconscious when officers arrived and was later pronounced dead at an area hospital, the chief said. The second victim, a bystander uninvolved in the fight, suffered non-life-threatening injuries.

Police used security footage from inside the bar to identify Fraction, the probable cause statement said. 

Multiple .9mm shell casings were recovered from the spot where Fraction was seen firing his gun, and a .9mm bullet was removed from Redd during his autopsy. Other casings at the scene were .40 caliber casings, police said.

The Overland Police Department Bureau of Criminal Investigations was investigating.

Fraction's bond was set at $500,000.
