ST. CHARLES COUNTY, Mo. — A St. Charles County man was charged with invasion of privacy after he allegedly captured sexually exploitative videos and photos of a child and women inside several private and public restrooms within the last three years.
St. Charles County prosecutors on Wednesday charged Timothy Fry, 34, with six counts of invasion of privacy, which is a Class E felony.
According to a probable cause statement from the St. Charles County Prosecuting Attorney's Office, Fry set up his cell phone inside public restrooms at local Target stores, bars and restaurants, Vetta Sports, public pools, vacations and his workplace, which was a hospital.
He "indiscriminately" captured sexually exploitative videos and photos of at least four victims ranging in age. The incidents occurred at various locations throughout the area between Jan. 1, 2020, and Sept. 1, 2023. Some victims were either partially or fully nude at the time of the recordings, according to police.
On June 20, 2021, Fry hid a device to record a video of a child inside the bathroom of her grandparents' St. Peters home. He also took several photos of the video and saved them on his phone, the probable cause statement said. The victim was 15 years old at the time. Nearly two years later, on May 14, 2023, Fry used his cell phone to record three videos underneath the skirt of the same victim, the probable cause statement said.
Within the same month, Fry again set up a recording device in one or more restrooms to record a second victim, the probable cause statement said. He then took the recording home and watched the video on his computer. He took nearly 140 photos of the video and saved them on his cell phone.
On July 3, 2022, he recorded a third victim in a restroom. He then took about 140 more images from that single video, the probable cause statement said. The police did not provide her age at the time of the recording.
According to a press release from the prosecuting attorney's office, between March 11, 2021, and Sept. 20, 2021, he used his cell phone to record a video underneath the shorts of a fourth victim. Her age was not disclosed.
Police said Fry had hundreds of videos of "unsuspecting" women on his cell phone from multiple locations. Police said most of the women in the videos appeared to be random victims.
It remained unclear exactly how many other victims there are.
As of March 27, Fry was released on a $25,000 cash-only bond. The case is pending in St. Charles County court as of March 28.
"It's shocking to a lot of people," Cpl. Barry Bayles with St. Charles County police said. "This was an intentional crime. It was an invasion of privacy. It was done without anybody's consent."
Bayles said police were tipped off and he believed Fry acted alone. He said the investigation is still in the early stages.
"Our investigators are looking to see what he produced directly himself, what he may have shared with others, what he may have gathered from other locations, sites or on the web," Bayles said. "Our investigators are looking into multiple electronic devices. They're looking on different servers or sources that this type of thing could be hidden or stored."
The Missouri Division of Professional Registration said Fry is a registered nurse in St. Peters.
Jackie Ferman-Grothe, a spokesperson for BJC HealthCare said this in a statement Thursday:
"The employee in question has been removed from duty while the investigation continues. The alleged actions in no way reflect our values as an organization nor the appropriate conduct of staff."
