Stealing charges dropped against former St. Louis police captain

ST. LOUIS — The St. Louis Circuit Attorney’s Office has dismissed felony stealing charges against a former St. Louis police captain accused of double dipping while on duty.

Captain Michael Deeba, 57, was charged in April 2022 with stealing $750 or more, a class D felony. Court documents alleged then that Deeba worked for Chemline, Inc. without getting approval from the police department, and that work overlapped with some of his duty hours.

Former St. Louis Circuit Attorney Kim Gardner’s administration accused the 33-year veteran of the force of “stealing” about $4,600 of pay for the time he was supposed to be on duty but was working for a private company.

It was one of multiple cases her administration issued against police officers that contributed to tension between the department and her office. 

Gardner resigned abruptly under fire in May 2023, and Gov. Mike Parson appointed Gabe Gore to replace her.

Gore's spokeswoman told 5 On Your Side Deeba successfully completed a diversion program that was offered to him during Gardner's administration, so his charges were dismissed. He pleaded not guilty to the charges.  

Deeba’s attorney, Brian Millikan, declined to comment. Deeba could not be reached for comment.

Assistant Circuit Attorney Jamie Myers filed a nolle pros memo Tuesday, stating, “the state elects not to proceed.”

Deeba worked for the department from April 1989 until May 2022.
