Alterra, redeveloper of downtown St. Louis' Jefferson Arms, sues a contractor

ST. LOUIS — The redeveloper of the vacant Jefferson Arms, a massive downtown St. Louis property along Tucker Boulevard between St. Charles and Locust streets, is suing a contractor it says was supposed to perform fire and utilities work.

Alterra Worldwide Construction LLC on Oct. 24 filed suit against Cardinal Infrastructure Solutions in St. Louis County Circuit Court, claiming that Cardinal, led by Anthony Amos, in December 2022 agreed to do the work at the property as a subcontractor to Alterra.

Dallas-based Alterra said it paid Cardinal $130,960 prior to it starting work, and that in November 2022, Cardinal's crew worked for a half-day, drilling two core holes in the basement and completing six feet of trenching on Locust. But some $95,960 in permanent water and fire utility work was never completed, it alleged.
