Plans for new apartments in the historic Chemical Building downtown appear to be inching forward after several failed redevelopment tries.
Morgan Communities, which in September acquired the building from Waterfall Asset Management for $4 million, has submitted a $23 million preliminary application with the city's Building Division. It asks city government to look into any special zoning requirements for the 207-unit project.
Officials with Morgan Communities did not return requests for comment. And Otis Williams, executive director of the city's development unit, was not immediately available.
