ST. LOUIS — A North City alderwoman on Tuesday unveiled a plan to invest hundreds of millions of dollars in Rams settlement money in distressed city areas, including downtown, setting up a showdown between some lawmakers and the Board of Aldermen's leader, who backs a plan to set up an endowment with the money.
A draft board bill from Alderwoman Pam Boyd would task St. Louis' public works agency to spend $232.5 million in Rams settlement money, received from litigation settled with the team and National Football League after it moved to Los Angeles.
Some $130 million would go to projects in disadvantaged neighborhoods in north and southeast St. Louis, with another $102.5 million going to downtown neighborhoods.
Aldermen Tom Oldenburg, Laura Keys and Cara Spencer on Tuesday spoke in favor of the bill at a City Hall press conference.
