Former charity executive accused of embezzling nearly $700,000

ST. LOUIS — A former executive of a local charity is being accused of embezzling about $690,000 over more than a decade.

Joelle Fouse, 57, was indicted Oct. 9 on three felony counts of wire fraud for allegedly embezzling funds from Promise Community Homes, an organization that houses adults with intellectual and developmental disabilities, where she was the manager and director of finance and human resources from October 2012 to December 2023, according to the U.S. Attorney's Office for the Eastern District of Missouri.

In her role, Fouse was responsible for payroll, expense reimbursement and maintaining the organization's books and records. She stole from the charity in three ways, officials said. Fouse provided false information to a third-party payroll processing company that caused the company to make 71 unauthorized payments totaling $139,810 to multiple bank accounts controlled by Fouse, the indictment said. In addition, the indictment accuses Fouse of triggering 181 unauthorized expense payments into bank accounts she controlled, totaling $407,186.
