OVERLAND, Mo. – Police say Brian Strothkamp was being driven by an Overland officer after being arrested on a domestic assault charge.
They say Strothkamp was handcuffed when he managed to open the car door and jump onto Interstate 170. He died the next day.
An investigation revealed that Strothkamp was able to open the door from the inside because a lock setting had not been changed.
Police say a commander previously used the patrol car and carried passengers who were not prisoners.
