Investigation launched into improper raises in St. Louis County

CLAYTON, Mo. — St. Louis County launched an investigation after at least three employees received raises they were not entitled to, according to a news release from the county executive’s office.

The three employees, including county auditor Toni Jackson, report to the St. Louis County Council. The other employees were not named in the release.

Jackson made $120,550 in 2022, according to public salary records. She has served as auditor since November 2021.

The county charter gives the county executive’s office oversight to “investigate matters involving improprieties in financial matters concerning St. Louis County.”

County Executive Sam Page asked the county’s department of administration, which oversees payroll, the budget office and human resources, to provide his office “any and all” documents related to the overpayments.

“As we investigate the administrative process, we do so with the priority of protecting the rights of the whistleblower who brought this issue forward,” Page said in a prepared statement. “The goal of the investigation is to determine what happened, how to prevent it from happening again and ensure that the county is made whole.”

Page asked for the documents to be provided to his office by the end of day Friday.
