MARYLAND HEIGHTS, Mo. -- State Representative Bill Otto announced Tuesday he plans to seek the Democratic nomination for Missouri's second Congressional district.
Otto has served as a state representative for two terms and served three terms as a councilman for Bridgeton. He's also a Navy veteran and retired air traffic controller.
District Two, which includes portions of St. Louis and St. Charles counties, is currently represented by Ann Wagner, a Republican.
