ST CHARLES, Mo. — One of St. Charles’ oldest residents and former educator Frances Washington turned 104 years old on Thursday.
Originally, family and friends were going to celebrate her birthday at St. John AME Church, but it was canceled due to COVID-19.
So, the church held a surprise drive-by birthday parade for her. Washington and her caretaker watched from her porch several people drove by wishing her a happy birthday.
